ITEM SUMMARY:
• This Resolution authorizes an award of an annual contract with RoadXChange Melissa, LLC of Melissa, Texas for Road Materials, Asphalt Concrete on an as needed basis.
BACKGROUND INFORMATION:
• The City issued an Invitation to Bid 26-21ITB for Road Materials, Asphalt Concrete on November 7, 2025.
o Advertised in the McKinney Courier Gazette and Celina Record
o Posted on McKinney TV
o 200 matching Bonfire supplier notifications, which included one (1) Historically Underutilized Business (HUB) supplier
• In response to all notices published, four (4) bids were received on December 4, 2025.
• Of the four (4) bids received, only one (1) met the 15-mile radius requirement specified in the bid specifications, RoadXChange Melissa, LLC, of Melissa, Texas. The remaining three (3) bids were deemed non-responsive, as the proposed plant locations were outside the required radius.
• Public Works and Procurement Services recommends awarding the annual contract to RoadXChange Melissa LLC for their ability to meet the City’s needs.
• Contract will commence on date of award and continue for one (1) year period with an additional three (3) one-year renewal terms.
FINANCIAL SUMMARY:
• Estimated annual spend for this contract award is $250,000.
• Funding is budgeted in the Street Maintenance account 001-4606-433-8307.
