RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
* This Ordinance amends the Fiscal Year 2023 - 2024 Annual Budget to provide funding for the purchase of trash and recycling carts and to provide public education.
* The necessary funding will come from the Solid Waste Fund balance and reimbursement from a grant received from The Recycling Partnership.

BACKGROUND INFORMATION:
* The City issued solicitation (23-11RFP) Solid Waste & Recycling Collection and Recycling Processing Services on December 11, 2022.
* The City requested pricing in the RFP for the purchase of 95-gallon carts on behalf of the City.
* The City Council authorized a contract with Frontier Waste Solutions on August 15, 2023, which included the purchase of 95-gallon carts with the City retaining ownership.
* The City will purchase new trash and recycling carts for the new franchise agreement for solid waste collection with Frontier Waste.
* The City will retain ownership of 131,879 residential and commercial trash and recycling carts.
* Grant funding from The Recycling Partnership will reimburse $15 per residential recycling cart for the carts purchase with a funding cap of $870,000, and $2 per household for public education for a total combined amount of $986,000. No funding match is required for this grant.
