RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution.

ITEM SUMMARY:
· This Resolution authorizes a supplemental agreement with PSI to provide additional material testing services related to the Ridge Road Construction Project, for a revised contract amount not to exceed $40,000.
· Unexpected field conditions and scheduling needs on Ridge Road have required additional geotechnical services that were not originally anticipated.
· Additional material testing services are necessary to verify the quality of the constructed infrastructure for the remainder of the project.

BACKGROUND INFORMATION:
· A material testing agreement with PSI was authorized by City Council on April 6, 2010, for an amount not to exceed $30,000 on the Ridge Road Project.
· A construction agreement with JRJ Paving, LP was authorized by City Council on April 6, 2010, for an amount not to exceed $3,000,000.
· PSI is under contract for material testing services on another City CIP project in the vicinity of Ridge Road that began in February 2010.
· The original material testing agreement assumed that testing services for Ridge Road could be scheduled such that a single technician could be used for both City projects, reducing trip charges and man hours.
· Because of the accelerated construction schedule, Ridge Road has often required multiple testing technicians onsite in order to provide the necessary testing services, while the other project has not required as much testing to date.
· A supplemental to the original contract with PSI is necessary to provide geotechnical services for the filling and abandonment of a ground water well within the ROW. This additional service encumbered much of the ...
