RECOMMENDED CITY COUNCIL ACTION:
· Approval of the resolution
ITEM SUMMARY:
· In February of 2008, City Council awarded Halff Associates Inc. the design contract for preparation of a Parks, Recreation, and Open Space Master Plan.
· The overall goals and recommendations identified in this Plan are to lead and guide the City of McKinney in providing choices for its citizens’ quality of life under the umbrella of Unique by Nature. The Plan provides the PROS Department the foundation for recreation programming and facility needs.
· The Plan’s goals include:
o Expand the park system to maintain and enhance the physical form and image of the City.
o Preserve and protect open space, cultural landscapes and natural resources within the City.
o Provide a system of green infrastructure that links parks, schools, neighborhoods, businesses/retail areas, greenbelts, and open space through physical connections.
o Create and provide a variety of recreational opportunities accessible to every citizen, meeting the needs of a diverse citizenry and supporting the individual, family and community well-being.
o Create a structure and process that facilitates the optimization of existing resources across other public, private, nonprofit and commercial entities through shared resources, partnerships, etc.
o Maintain the character and community feel of the City as it grows and ages.
· Below are the primary needs as identified through the public input process and the Planning Team’s analysis of standards, resources and other demand-based needs. This is not an exhaustive list, but rather a list of those needs that are most urgent.
