RECOMMENDED BOARD ACTION:
* Staff is requesting the approval of the:
o Second amendment and exercise of the Second Option Renewal of the Interlocal Cooperation Agreement (ILA) with Dallas Area Rapid Transit (DART) Mobility Services Local Government Corporation (LGC); and
o Interlocal Agreement for the GoPass Subscription and License.
ITEM SUMMARY:
* The City is currently in the first of two optional one-year extension periods under the First Amendment to the original agreement, which is set to expire on December 31, 2025.
* Approval of the Second Amendment attached hereto would extend the original agreement through the final option year and expire on December 31, 2026.
BACKGROUND INFORMATION:
* On November 15, 2021, the Council, on behalf of the MUTD, entered into an ILA with DART to provide microtransit services in the McKinney Urbanized Area.
* On March 4, 2025, the City Council adopted a Resolution approving the first amendment to the ILA to exercise the first option year for the ILA.
* On June 3, 2025, the board authorized the City Manager to seek the second extension of the ILA with DART on behalf of and for the benefit of MUTD.
* The GoPass Subscription and License facilitates the performance of the ILA by DART.
