RECOMMENDED CITY COUNCIL ACTION: Staff recommends approval of the proposed amendments.
ITEM SUMMARY:
• To comply with changes in state law made by SB 1883 last year, the attached ordinance updates the definition of the Capital Improvements Advisory Committee (CIAC) in accordance with the law.
BACKGROUND INFORMATION:
• The City of McKinney charges impact fees to help fund capital improvement projects in the city in accordance with Chapter 395 of the Texas Local Government Code (TLGC).
• On July 15, 2025, a work session presentation was given on SB 1883 by the City Secretary’s Office that outlined the specific changes for the capital improvements advisory committee in Ch 395 of the TLGC.
• On December 2 and 16, 2025, work session presentations were given on the possible number of committee members. The City Council settled on seven members and one alternate.
• On January 27, 2026 the City Council appointed new members that meet the criteria defined in Chapter 395 of the TLGC to the Capital Improvements Advisory Committee.
