RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
* The McKinney Homeless Coalition (MHC), in partnership with the City of McKinney is excited to introduce the McKinney Street Outreach Ambassador Resource Program (SOAR). This new program focuses on street outreach to connect unsheltered residents with resource services and housing, while promoting safety and community well-being.

* Program support will come from the nonprofit agency, MetroRelief, experienced in assisting unsheltered persons and helping them to "get off the street through an all mobile, person-centered approach."

* The MHC street outreach committee, led by MetroRelief, recently established an active community hotline specifically for the City of McKinney: 469-215-1786. The hotline is intended to provide resources for unsheltered residents seeking assistance, and for the public to request support for unsheltered individuals that they encounter in the community. The team is coordinating with McKinney Police, Parks and Recreation, Housing Forward, and other nonprofit coalition members to adopt a targeted plan for the SOAR Program. The MHC will support the program with public education, to expand knowledge about the program and how to use the community hotline.

* The SOAR Program will also be active during the operation of McKinney warming stations. Coordination is underway with the SOAR team, local churches and grant funded agencies to finalize the warming station locations, support and training needs. Emmanuel Labor and the Salvation Army Corps are the primary agencies coordinating the warming stations.
