RECOMMENDED CITY COUNCIL ACTION:
* Approve proposed amendments to the Solid Waste Ordinance and Appendix A, entitled "Scheduled of Fees"

ITEM SUMMARY:
* The Solid Waste Ordinance was last updated in March 2011.
* Over the past four years the City Council has approved a Solid Waste Management Strategy and selected and contracted with a new solid waste collections vendor and recycling processing company through a Request For Proposals process.
* Updates to the Solid Waste Ordinance are required to reflect current operations and best practices.
* More specifically staff has completed a comprehensive review of the Solid Waste Ordinance and recommends changes to the Solid Waste Ordinance that reflect updates in State and Federal law, industry standards, current trends, and the City's new franchise agreements for solid waste collection and recycling processing.
* Proposed amendments to the Solid Waste Ordinance reflect modifications that are primarily administrative in nature with the principal goal of:
o Revising and expanding definitions to coincide with the new franchise agreements.
o Outlining current operations, providing guidance on disposal options, and including enforcement actions by expanding the prohibited acts and offense clauses.
o Improving flow control for city generated solid waste and recycling materials to designated disposal or processing...
