RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
* McKinney National Airport is requesting approval to execute all the necessary documents to apply for, and if awarded, accept grant funding from the Federal Aviation Administration's Fiscal Year 2026 Airport Improvement Program (AIP) for Phase II and III professional planning and design services for the extension of Taxiway C. These services include surveying, geotechnical analysis, design plans for Phases II and III, and bidding services for Phase II construction.

BACKGROUND INFORMATION:
* The basic framework of the current Airport Improvement Program was created in 1982. The AIP provides grants for capital items related to the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS). McKinney National Airport is one of about 3,300 NPIAS airports in the country.
* NPIAS airports are entitled to a certain amount of AIP funding annually, based on passenger volume. Discretionary funding is also available at times, at FAA's approval. FAA reached out to McKinney to seek this funding.
