ITEM SUMMARY:
* The City of McKinney is a recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD), for eligible projects and activities under the Community Development Block Grant (CDBG) and the HOME Partnership Investment Program. As a grantee, the city is required to complete a community planning document called the Consolidated Plan (Plan) every five years. This planning document is enhanced through a participatory process with the public and serves to identify housing and community development needs and market conditions, to make data-driven, place-based investment decisions in our community.
* The city has participated as a HUD Entitlement Community since 2003 under the CDBG program and began receiving HOME funds for affordable housing in October 2024. The 2025-2029 Plan will cover program periods from October 1, 2025, through September 30, 2029. Each year of the plan, eligible projects and activities are carried out through the Annual Action Plan for CDBG and HOME: consisting of federal and non-federal resources to benefit predominately low to moderate income McKinney residents. Non-federal resources that are leveraged to benefit McKinney residents include General Funds such as the Community Support Grant and homeless response funding.
