ITEM SUMMARY:
• The City of McKinney adopts a list of priorities that outline the city’s key positions to protect home-rule authority for the legislative session which will begin January 12, 2027.
BACKGROUND INFORMATION:
• Each legislative session, the City of McKinney adopts a list of priorities that are meant to communicate to our delegation our stances on policy positions that the Council supports and/or opposes.
• These issues are related to:
o Protecting home-rule authority of the City of McKinney, and
o Opposing measures that result in an erosion of home-rule authorities or create unfunded mandates for the City of McKinney and its citizens.
• The priorities have been developed based on coordination with the members of the City Council, our legislative consultants, the Texas Municipal League, the North Texas Commission, other cities in our region, and members of the city staff.
• The 90th Session of the Texas State Legislature will begin Tuesday, January 12, 2027.
• The billing filing will open on Monday, November 9th, 2026.
