RECOMMENDED CITY COUNCIL ACTION:
* Approve the proposed ordinance.
ITEM SUMMARY:
* Staff is proposing an ordinance that establishes a Short-Term Rental (STR) registration program. The creation of a STR registration program was requested by the City Council in November 2024.
* The proposed STR registration program requires each STR in McKinney to register with the City annually. The proposed registration is free of charge and requires the STR owner to provide 24-hour contact information for a responsible party who can respond to concerns about the STR.
* The intent of this registration program is to help identify the existence, location, ownership, management, and designated contacts for short-term rentals and to assist in the investigation of incidents involving criminal conduct or public nuisances related to said short-term rentals.
BACKGROUND INFORMATION:
* Short-Term Rentals (STR) are often defined as a residential dwelling unit that is rented for periods of less than 30 days to a person who is not the unit's permanent resident. STRs have continued to increase in popularity since the late 2000s. While the exact number of STRs in McKinney is unknown, it is estimated that there are approximately 480 STRs in and around McKinney.
