RECOMMENDED CITY COUNCIL ACTION:

                     Approve ordinance. 

 

ITEM SUMMARY:                      

                     Amend Chapter 30 of the Code of Ordinances related to airport rules and regulations at McKinney National Airport to incorporate updated federal security requirements, clarify access control procedures, revise operational regulations for the Air Operations Area (AOA) and Secured Area, and update references to Transportation Security Administration (TSA) regulations.

 

BACKGROUND INFORMATION:

                     The proposed ordinance amendments update airport operational and security regulations to align with current Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) requirements and terminology.

                     Revisions include clarifying conflicts between local and federal regulations, incorporating TSA security directives, updating vehicle and pedestrian access requirements within the AOA and Secured Area, and strengthening gate access and escort procedures.

                     Additional amendments clarify operational authorization requirements for movement areas and improve consistency throughout Chapter 30 terminology and enforcement provisions.

 

FINANCIAL SUMMARY:

                     No fiscal impact to the City is anticipated as a result of these ordinance amendments.
