RECOMMENDED CITY COUNCIL ACTION:
* Provide direction to staff regarding the transfer of oversight and administrative responsibility for the McKinney Animal Services Facility Advisory Committee
ITEM SUMMARY:
* Staff will provide a brief overview of the McKinney Animal Services Facility Advisory Committee and the anticipated next steps for Collin County to establish and administer its own Facility Advisory Committee
BACKGROUND INFORMATION:
* The Animal Services Facility Advisory Committee was originally established by the City of McKinney to meet the requirements of Chapter 823 of the Texas Health and Safety Code which mandates the governing body of the county or municipality in which an animal shelter is located appoint an advisory committee
* Although the Collin County Animal Shelter is physically located within the City of McKinney, Collin County is the sole owner and operator of the facility and has exclusive authority over all operational decisions. Due to the City not having any authority over the shelter, the committee is not serving its intended purpose
* Given Collin County's exclusive ownership and operational control, it is appropriate and consistent with state law for the County to establish and administer its own Animal Services Facility Advisory Committee. The City-operated committee, lacking operational connection to the shelter, cannot fulfill the advisory role envisioned by state statute
