RECOMMENDED CITY COUNCIL AND COMMISSION ACTION:
* Receive a presentation on the development review and recommendation process in light of the ONE McKinney 2040 Comprehensive Plan.
ITEM SUMMARY:
* The purpose of this work session item is to discuss the process used by City Staff to make recommendations on land use applications considering the vision and recommendations of the ONE McKinney 2040 Comprehensive Plan.
BACKGROUND INFORMATION:
? The Comprehensive Plan serves as a policy guide for implementing McKinney's long-term vision. It provides the foundation for land use and development recommendations made by staff, the Planning and Zoning Commission, and City Council.
? Staff rely on the Comprehensive Plan's goals, policies, and Future Land Use Diagram to evaluate rezoning requests, specific use permits, site plans, and other development proposals. Each case is reviewed for alignment with adopted policies, compatibility with surrounding context, and consistency with the Unified Development Code (UDC).
? The Unified Development Code (UDC), adopted in November 2022, was derived from the Comprehensive Plan and functions as the City's regulatory framework for implementing the plan's policy direction. The UDC establishes zoning districts, development standards, and procedures that translate the plan's vision into enforceable regulations.
