RECOMMENDED CITY COUNCIL ACTION:
Conduct public hearing.
Approval of ordinance on first reading.
Schedule second Public Hearing and adoption of the ordinance for September 21, 2010.
ITEM SUMMARY:
Proposed budget for all operating funds and CIP projects for FY2010-11 totaled more than $191.9 million (excluding interfund transfers).
The proposed tax rate remains the same at $0.5855 per $100 assessed value.
BACKGROUND INFORMATION:
The City Charter provides that “Upon receipt of the City Manager’s estimate, the City Council shall pass the appropriation ordinance on its first reading, using the City Manager’s estimate as a basis”.
The first reading scheduled for the September 7, 2010 Council Meeting satisfies the Charter requirement.
Following approval of the first reading, the appropriation ordinance, with any recommended changes, is to be published.
A second public hearing will be scheduled at least ten days after publication.
Any changes the Council wishes to make may be incorporated in the appropriation ordinance before the second and final adoption action (planned for September 21, 2010) by the Council.
Following the second hearing, and final adoption of the appropriation ordinance, the City Council shall consider and pass an ordinance levying the taxes for the current year and pass a new fee ordinance.

Budget Ordinance - Public hearings (September 7, 2010 and September 21, 2010) and final adoption (September 21, 2010) of annual budget.
Ordinance levying property tax rate - Vote adopt the ordinance levying the property tax rate (September 21, 2010).
