RECOMMENDED HPAB ACTION:
? Staff does not recommend approval of the Certificate of Appropriateness application for demolition request. In Staff’s professional opinion, the proposed demolition does not meet Standards 2, 4, 5, and 6 of the Secretary of the Interior’s Standards for Rehabilitation.
ITEM SUMMARY:
? The applicant requests approval of a Certificate of Appropriateness for the demolition of the residential structure located at 803 Largent Street. Their initial submittal documents are attached. A summary of the reasons for the demolition request includes:
Severe neglect by previous owners
Foundation damage
Roof leakage
Termite destruction
Poor drainage leading to severe rot
Broken joists
Staff evaluated the request and determined it does not comply with the Secretary of the Interior’s Guidelines for Rehabilitation Standards 2, 4, 5, and 6.
Standard 2: The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided.
Demolition of the house requires the removal of historic materials and destroys the historic character of the property. Complete demolition does not allow for preservation of any of the materials, features, or character defining features.
