ITEM SUMMARY:
? This Ordinance rescinds and repeals Ordinance No. 2026-04-035 in its entirety.

BACKGROUND INFORMATION:
On April 7, 2026, the City Council adopted Ordinance No. 2026-04-035, which authorized a budget amendment (Budget Amendment #261904) to the Fiscal Year 2025-2026 TIRZ 2 Annual Budget to provide funding for the McKinney National Airport’s Air Service Marketing Program.

The Air Service Marketing Program is intended to support new nonstop air service development, airline-specific and general airport marketing, and incentives through the Air Service Incentive Program (ASIP) to launch and sustain year-round or seasonal service to specified locations.

This Ordinance rescinds and repeals Ordinance No. 2026-04-035 in its entirety and causes the subject funds to be returned to TIRZ 2.

Returning the funds to TIRZ 2 is recommended for the following reasons:

The mission of TIRZ 2 is to develop the McKinney National Airport as the premier commercial service airport in the D/FW Metroplex. Returning the funds to TIRZ 2 allows TIRZ 2 to administer the use and application of such funds consistent with the purpose and intent of TIRZ 2.
Accounting and tracking: Keeping the funds within the TIRZ 2 Fund, rather than the Airport Fund, keeps the funds separately identifiable and traceable, providing cleaner accounting, reporting, and audit tracking of the expen...
