RECOMMENDED BOARD ACTION:
• Staff recommends approval of the amendments to the McKinney Urban Transit District’s (MUTD) bylaws.
ITEM SUMMARY:
• The proposed amendments and additions to the Bylaws support the Collin County Transit program and facilitate greater collaboration among member cities in the delivery of regional transit services.
• The proposed amendments include the addition of the following provisions:
o Member city withdrawal process
o Update to the cost sharing policy compliance procedures
o Minimum attendance requirement for member city representatives
BACKGROUND INFORMATION:
• In 2016, the MUTD was formed, and the first bylaws were adopted in 2017.
• In 2024, the MUTD initiated member city contributions; and in 2025 the contributions were adjusted to reflect each city’s total trip distance utilization.
