RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Agreement.

ITEM SUMMARY:
* The City of McKinney currently owns and maintains right-of-way for Bloomdale Road between Lake Forest Drive and Ridge Road. This segment of Bloomdale Road will be replaced by the US 380 Bypass in the future.

* North Texas Municipal Water District (NTMWD) proposes to construct a new water transmission main located, in part, along the Bloomdale Road corridor between Lake Forest Drive and Ridge Road.

* The water transmission line, in this segment, is located such that it provides an additional buffer between the US 380 Bypass and existing neighborhoods on the south side of Bloomdale Road. To achieve this buffer, the existing Bloomdale Road right-of-way must be used for the water transmission main.

* This agreement will allow the transfer of approximately 6 acres of Bloomdale Road right-of-way to NTMWD and allow them to build the first phase of the water transmission main while the existing roadway remains operational.

* Collin County agrees to construct the US 380 Bypass Service Road on this segment. Once completed, this will allow NTMWD full use of the former Bloomdale Road right-of-way for additional water transmission main improvements.
