RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract with Fehr & Peers for professional engineering services to develop the Comprehensive Safety Action Plan (ST2463) for a total contract amount not-to-exceed $299,850.

BACKGROUND INFORMATION:
* In December 2023, City Council approved resolution no. 2023-12-163 authorizing the City Manager to accept a federal grant to develop a Comprehensive Safety Action Plan (CSAP) through the Safe Streets and Roads for All (SS4A) Grant Program.
* The FY25 Capital Improvement Plan budget includes funding under CIP Project ST2463 to develop the CSAP, which includes $240,000 in federal funds and $60,000 in local match funds.
* The purpose of the SS4A grant is to provide funds to help communities improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through the development of a CSAP. The action plan will focus on all users, including pedestrians, bicyclists, public transportation users, motorists, and micromobility users like scooters or electric bikes, and commercial vehicle operators. A qualifying action plan is required to request additional grant funding for implementation of projects and strategies identified in the action plan.
