RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes a contract with Civil Consulting Group, PLLC to provide consulting professional engineering services for the design of the extension of Ridge Road from US 380 to Wilmeth Road for an amount not to exceed $1,180,000.

 

BACKGROUND INFORMATION:

                     This project will provide design for a new alignment of Ridge Road (per the adopted Thoroughfare Plan) from its current terminus at US 380 to the future intersection with Wilmeth Road.

                     Future construction of this roadway will provide an additional arterial route north of US 380 (currently only provided by Lake Forest Drive) serving the developments of Auburn Hills, Wilmeth Ridge North, Heatherwood, and Robinson Ridge.  In addition a future school site has been identified within the Auburn Hills development which would be served by this extension of Ridge Road prior to being placed in operation. As with all thoroughfare projects, it is also anticipated to support and enhance continued economic development in the general vicinity.

                     The project will also include the construction of one of the key bridge structures identified in the Northwest Sector Study helping to open the area for additional development. 

                     Civil Consulting Group, PLLC submitted a response to RFQ 15-38 for Major Roadway Design.  They were one of ten firms shortlisted by City Council on October 20, 2015.  They were selected from this group based on their availability to perform the project and their experience with similar projects in McKinney and the DFW metroplex. 

                     Civil Consulting Group, PLLC submitted a proposal for this project in the amount of $1,074,224.63. Their scope includes the following elements:

o                     Surveying for Engineering Design

o                     Subsurface Utility Engineering

o                     Geotechnical Investigation & Report

o                     Engineering Design

o                     Wilson and Stover Creek Flood Studies

o                     Section 404 Permitting

o                     Environmental Baseline Study & Report

o                     Right-of-Way and Easement Mapping and Exhibits

o                     Public Involvement

o                     Bid Phase Services

o                     Construction Administration

o                     FEMA Letter of Map Revision Services

                     General design parameters include approximately 5,700 linear feet of concrete pavement 4-lane (ultimate 6-lane) divided roadway including approximately 900 linear feet of a 6-lane bridge over Wilson Creek and major intersection connections at US 380 and Wilmeth Road. Specific design elements include:

o                     Multi-lane roundabout feasibility study and subsequent design at Ridge Road and Wilmeth Road.

o                     Intersection and signal improvements and Ridge Road and US 380.

o                     Detailed hydrologic and hydraulic modeling of Wilson Creek and Stover Creek necessary based on proposed roadway footprint and conveyance structures.

o                     Structural design of a proposed single or twin bridge structure along Ridge Road over Wilson Creek including aesthetic elements (monumentation, decorative railing, etc).

o                     Design of secondary roadway elements including enclosed storm drain, median illumination/communications conduit, and utility adjustments.

o                     Design and/or inclusion of necessary plan components including general notes, removal plans, tree removal and protection plans, signing and striping plans, grading details, cross sections, SW3P plans, traffic control and sequencing plans, and standard and non-standard construction details.

                     Construction of this project is estimated to cost approximately $17,396,400 and is funded in the FY 18-22 Capital Improvement Program.

                     The fee for basic services is $745,434.21 (4.3% of the construction cost) and the fee for special services is $328,790.42 (1.9% of the construction cost). Basic services include engineering design, flood studies, and bid phase services.

                     Design of this project is anticipated to take eleven (11) months.

                     Construction is anticipated to take eleven (11) months to complete.  Construction is anticipated to begin as soon as October 2018 and to be completed by August 2019.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Civil Consulting Group, PLLC, for an amount not to exceed $1,180,000.                     

                     Funding for this contract is included in the Capital Improvements Program (ST1617) contingent upon adoption of the proposed FY 17-18 budget.

                     With the approval of this item, $820,000 will remain in project ST1617.
