RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with S.J. Louis Construction of Texas, Ltd. for the construction of the Redbud Pump Station 794 PP Transmission Water Line for a total contract amount not to exceed $3,400,000.

 

BACKGROUND INFORMATION:

                     Lockwood, Andrews & Newman, Inc. prepared the construction plans for this project.

                     On Thursday, August 31, 2017 the Purchasing Department opened bids for the project and three (3) bids were received. The following is a summary of the bids:

                     S.J. Louis Construction of Texas, Ltd. submitted the low bid in the amount of $3,082,258.00.

                     S.J. Louis Construction of Texas, Ltd. submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.

                     The contract documents require that this project be substantially completed within 240 calendar days after issuance of the Notice to Proceed, which is expected October 2, 2017. Construction is expected to be substantially complete by June 2018.

                     The contract documents contain a Milestone date of December 21, 2017, for the construction of the transmission line to be complete on the Collin College Public Safety Training Facility (PSTF) site.

                     An Interlocal Agreement between the City and Collin College is being prepared in which the City will reimburse the College for remobilization and temporary driveway construction costs due to the disruption of the Collin College PSTF site construction.

                     Water line easement acquisition along the transmission line is ongoing and anticipated to be complete by February 2018.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with S.J. Louis Construction of Texas, Ltd. for an amount not to exceed $3,400,000.

                     Funds are available in the Capital Improvements Program in WA1624.

                     With approval of this item, $1,165,000 will remain in WA1624.
