RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract in the amount of $703,341, as well as all required supplemental agreements thereto, with Lochwood, Andrews & Newnam, Inc. to provide professional engineering services for the Custer Road Utility Relocations Project, for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $774,000.

BACKGROUND INFORMATION:
* The Texas Department of Transportation (TxDOT) is in the process of design and right-of-way acquisition for the upcoming widening construction of Custer Road from US 380 to FM 1461 in northwest McKinney. TxDOT has the construction letting scheduled for September of 2020.
* The Custer Road Utility Relocation project is to relocate the existing water lines to clear the proposed roadway facilities needed by TxDOT prior to the roadway construction.
* There is approximately 17,000 linear feet of an existing 8 inch water distribution line along Custer Road that is in conflict with the proposed TxDOT widening project. The relocated water line will be upsized to a minimum of 18 inch water line per the 2012-2013 Water Master Plan. An evaluation of the Water Master Plan will be conducted to possibly increase the size to a 24 inch water line based on costs and modeling analyses.
* The new water line will be located in a permanent easement on the east side of the Custer Road right-of-way.
