COUNCIL GOAL:                     Maximize the Development Potential of McKinney National Airport

(3B: Identify and Implement Land Use Regulations and Policies which Preserve and Expand Long-Term Operational Excellence)

MEETING DATE:                     October 2, 2018

DEPARTMENT:                      Airport

CONTACT:                       Ken Carley, Airport Director

RECOMMENDED CITY COUNCIL ACTION:

Approve the final draft of the Airport Master Plan and authorize submission of the Airport Layout Plan (ALP) drawing set to TxDOT - Aviation Division for review and approval.

ITEM SUMMARY:

The Airport Master plan establishes development objectives and provides for a 20-year planning period that details the rationale for various study elements, including airfield configuration, facility development, on-airport land-use recommendations and support facilities. It also serves as a strategic tool for establishing airport improvement priorities and justifying the need for federal and state funding assistance.

BACKGROUND INFORMATION:

Coffman and Associates, a professional airport consulting firm with expertise in airport planning, was selected through a qualifications-based process to create the Airport Master Plan. The method of study included multiple meetings with a Planning Advisory Committee (PAC) and a Technical Advisory Committee (TAC) comprised of various entities with interest in the use and development of the Airport. Public workshops were also held to allow the public an opportunity to obtain information, ask questions, and provide input.

FINANCIAL SUMMARY:

The Airport Master Plan study was funded with an Airport Improvement Program (AIP) grant administered by TxDOT Aviation. The City of McKinney provided a 10% local match to the AIP grant.
