ITEM SUMMARY: 

                     This item is for approval for the City Manager to execute an interlocal agreement between the Town of Prosper, Texas, the City of Frisco, Texas, and the City of McKinney, Texas for the design, construction, and maintenance of median improvements along US 380 from Lovers Lane to Custer Road including illumination and landscaping.

 

BACKGROUND INFORMATION: 

                     The Town of Prosper, Texas, the City of Frisco, Texas, and the City of McKinney wish to construct median improvements along US 380 from Lovers Lane to Custer Road including illumination and landscaping.

                     A project overview map is included as Exhibit “A” as included in the Interlocal Agreement document attached to this item.

                     By entering into this interlocal agreement, the City of McKinney will agree to an equitable sharing of cost for the design, construction and maintenance of the project as outlined in the agreement.

                     The Town of Prosper has entered into a professional services agreement with Halff Associates, Inc. for the design of the landscaping improvements to be included in the project.

                     In exchange for the Town of Prosper funding the design of the median improvements, the City of McKinney will be responsible for a proportional share of costs, if any, related to construction of median improvements and ongoing maintenance of such improvements along US 380 from the Frisco and McKinney city limit line to Custer Road.

                     The City of Frisco has entered into a professional services agreement with Maldonado-Burkett ITS, LLP for the design of the illumination improvements to be included in the project.

                     In exchange for the City of Frisco funding the design of the illumination improvements, the City of McKinney will be responsible for a proportional share of the design services fees, construction cost, and ongoing maintenance of such improvements along US 380 from the Frisco and McKinney city limit line to Custer Road.  Prosper agrees to reimburse the City of McKinney for maintenance costs associated with the illumination for the portion of the system between Custer Road and Prosper’s western city limit line.

                     The Town of Prosper Council approved the Interlocal Agreement on July 24, 2018.  The City of Frisco City Council approved the Interlocal Agreement on September 4, 2018.

 

FINANCIAL SUMMARY:  

                     The Funding for the design and construction components of the project is included in the FY 19 CIP budget.  Funding for ongoing maintenance components of the project is included in the operating budgets of the Parks and Engineering Departments, respectively.
