ITEM SUMMARY:

                     This Resolution authorizes a contract with Birkhoff, Hendricks & Carter, LLP to provide consulting engineering services for the Elevated Storage Tank Maintenance Project (WA1851) for an amount not to exceed $150,000.

 

BACKGROUND INFORMATION:

                     The existing 2.0 Million Gallons (MG) Wilmeth Elevated Storage Tank located at 2890 CR 943 west side of the Erwin Farms subdivision serves the 850-pressure plane of the City’s water distribution system.

o                     The existing Wilmeth Elevated Storage Tank has been identified for repairs and repainting based on the Wilmeth 2.0-MG Elevated Storage Tank Facility Assessment report dated May 11, 2020.  The field inspection was performed by Birkhoff, Hendricks & Carter LLP and Axis Construction, LP on April 8, 2020.  During this inspection temporary steel patch repairs were made to the interior of the tank to immediately mitigate active leaks.

o                     A topographic field survey of the Wilmeth Elevated Storage Tank Site will be performed to obtain tank footprint, driveway, fence line, and other surface features.  The survey will be used to determine construction access and staging area, ground clearance for the paint shroud that extends from the top of the tank to ground surface, and additional protection for equipment that may be located inside of the paint shroud area.

 

                     The existing 3.0 Million Gallons (MG) Independence Elevated Storage Tank located at 10153 Westridge Boulevard serves the 920-pressure plane of the City’s water distribution system.

o                     Improvements to the tank internal water circulation system will be made to the existing Independence Elevated Storage Tank.

                     Maintenance operations are anticipated to begin as soon as March 2021 with a duration of 6 months.  Maintenance completion is anticipated in September 2021.

                     The Opinion of Probable Construction Cost (OPCC) for the anticipated scope of work is $1,080,000.

                     Birkhoff, Hendricks & Carter, LLP submitted a proposal of $128,000 (11.85% of the OPCC) to perform the engineering services.  The proposed fee is separated into basic services of $89,475 (8.28% of the OPCC) and $38,525 (3.57% of the OPCC) in additional services.  Additional services will be provided on an hourly basis, as needed during the design and construction.

                     Birkhoff, Hendricks & Carter, LLP submitted a response to 18-45RFQ for Utility Design.  They were one of eleven qualified firms shortlisted by City Council on October 2, 2018.

                     They were selected from this group based on their availability to perform the project and their experience with similar projects in the DFW metroplex.

FINANCIAL SUMMARY:                     

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Birkhoff, Hendricks & Carter, LLP for an amount not to exceed $150,000.

                     With the approval of this item, $1,250,000 will remain in project WA1851 which includes a recent issuance in revenue bonds.
