RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes a contract with BGE, Inc. to provide consulting engineering services for the design of the East Louisiana Street Infrastructure Improvements Project (CO1817) for an amount not to exceed $550,000.

 

BACKGROUND INFORMATION:

                     The Capital Improvement Plan includes funding for comprehensive infrastructure improvement to East Louisiana Street between SH 5 / McDonald Street and Throckmorton Street.

                     Improvements included in the project scope of work include a full reconstruction of East Louisiana Street consistent with the intent of the comprehensive plan and McKinney Town Center Study. Similar to improvements underway along Louisiana Street west of SH 5, design will provide improvements to underground utilities, storm drainage, street paving, pedestrian walkways/ADA accessibility, parking, landscape/hardscape, and other associated street elements. A new roundabout intersection will also be constructed providing a direct intersection of Louisiana Street and Greenville Road improving east-west mobility in the area.

                     The Engineering Department previously submitted and was awarded federal funding through the North Central Texas Council of Governments (NCTCOG) for costs associated with the planned roadway improvements estimated at approximately $3.6 million.

                     Due to the requirements and project development delays tied to use of federal funding, the Engineering Department has worked with NCTCOG and Collin County to change funding category from federal (Congestion Mitigation, Air Quality, Sustainable Development) to less restrictive Regional Toll Revenue (RTR) funding.

                     Although a formal agreement has not yet been executed allocating RTR funds, the Engineering Department is recommending that the professional engineering design services begin immediately with local funding in order to expedite construction-ready plans and specifications.

                     The Engineer’s Opinion of Probable Construction Cost (OPCC) for these improvements is $3,240,000.

                     BGE, Inc. submitted a response to 18-45RFQ for On-call Roadway Design Services and 18-46RFQ for On-call Utility Design Services.  The City shortlisted BGE, Inc. (City Council Item October 2, 2018) for on-call services for both RFQ’s.

                     BGE, Inc. submitted a proposal for this project in the amount of $501,181.00 (15.5% of OPCC) which has been reviewed by the Engineering Department and includes the following major components:

o                     Engineeiring & Bid Phase Services ($318,658 Hourly Not to Exceed)

o                     Special Services ($182,523 Time & Materials) including construction administration services, topographic site survey, franchise utility coordination, subsurface utility engineering, right-of-way and easement document preparation, geotechnical investigations, and environmental investigations.

o                     Special services include various tasks with unconfirmed effort and will only be billed based on actual effort or need.

                     Pending approval of this item, design would begin in October 2020 with construction anticipated to begin Spring 2022. Construction is expected to take 9-12 months to complete. Opportunities to advance construction earlier will be considered, but will be contingent on relocation of impacted franchise utilities.

 

FINANCIAL SUMMARY:                     

                     This Resolution authorizes a design contract and any necessary supplemental agreements with BGE, Inc. for an amount not to exceed $550,000.

                     Professional Services under this contract will utilize the following funding accounts:

o                     Fund 20 - Utility (15%) - $82,500.00

o                     Fund 21 - Streets (85%) - $467,500.00

                     With the approval of this item, $100,000.00 will remain in Project CO1817 ($67,500.00 in Fund 20 and $32,500.00 in Fund 21)

                     A future agreement requiring city council approval will include use of Regional Toll Revenue (RTR) funding for reimbursible project costs.
