ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Pavecon Public Works, L.P., for the Construction of the Stacy Road Lanes 5 & 6 (Custer Road to Ridge Road) Project (ST3212) for a total contract amount not to exceed $6,700,000.

 

BACKGROUND INFORMATION:

                     Atkins North America, Inc. prepared the construction plans for the Stacy Road Lanes 5 & 6 (Custer Road to Ridge Road) Project (ST3212).

                     Traffic volumes on this section of Stacy Road currently exceed 20,000 vehicles per day, which is approaching capacity for a four-lane roadway.

                     Stacy Road is currently classified as a Principal Arterial (6-lane divided roadway) in the Master Thoroughfare Plan.

                     This project will include the widening of Stacy Road within the median from four lanes to six lanes between Custer Road and Ridge Road, a distance of approximately 2 miles. It will also include various intersection/turn lane improvements, installation of median conduit system for future use, various traffic signal modifications, and installation of a new traffic signal at McKinney Ranch Parkway.

                     The project also includes minor rehabilitation of the existing Stacy Road bridge over Rowlett Creek based on recommendations from a bridge inspection performed under this contract. 

                     Six (6) bids were received for this project on September 10, 2020. The following is a summary of the bids:

                     Pavecon Public Works, L.P., submitted the low bid in the amount of $6,110,714.09. The Engineer’s Opinion of Probable Construction cost was $6,127,197.00.

                     Pavecon Public Works, L.P., submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.

                     The contract documents require that this project be substantially completed within 350 calendar days after issuance of the Notice to Proceed, which is expected to be issued in November 2020. Construction is expected to be complete by November 2021.

                     Minor right-of-way and easements are in the process of being acquired for this project, but are not anticipated to delay or impact construction progress.

                     There is an accompanying item on the Council Agenda authorizing a Materials Testing Services contract for the project.

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with Pavecon Public Works, L.P., for an amount not to exceed $6,700,000.

                     With the approval of this item and accompanying items for the Stacy Road Lane 5 & 6 (Custer Road to Ridge Road), $195,951.45 will remain in Project ST3212.
