ITEM SUMMARY:

 

                     The renovation of Old Settler’s Park and aquatic facility was identified as a top priority in the 2017 Parks, Recreation, Open Space, Trails and Streetscape Master Plan, as well as the renovation and expansion of Old Settler’s Recreation Center which is currently underway and expected to be complete at the end of this year.

 

                     Parkhill (formerly Schrickel Rollins/PSC, Inc.) completed a master plan and opinion of probable construction cost to renovate Old Settler’s Park in July 2020.

 

                     Based upon their master plan design and quality of work, Parkhill is requested to provide design and construction administration services for a portion of program elements contained within the Old Settler’s Park Phasing Plan - Construction area ‘A’ (July 2020).

 

                     The park will be designed primarily for passive recreation with an emphasis on providing multi-functional spaces for civic and community events.

 

                     The park renovations shall include, but not be limited to the following program elements:

 

o                     Large community playground and fitness area

o                     All-abilities spray park

o                     Pavilions/Shade structures

o                     Aquatic Center renovations (façade and ADA improvements),

o                     Linear retention/detention pond

o                     Basketball court

o                     Parking

 

                     This agenda item will authorize a professional services contract with Parkhill to provide landscape architectural and engineering services for Old Settler’s Park Renovations in a contract amount of $1,260,500 and not to exceed $1,295,500.

 

                     Scope of Services:

 

o                     Architectural services                                          $ 1,253,000

o                     Reimbursable expenses                                          $        7,500

o                     Contingency                                                                                    $      35,000

BACKGROUND INFORMATION: 

                     Old Settler’s is one of the oldest parks in McKinney with the last major renovation occurring in 1996. The proposed project along with the current Old Settler’s Recreation Center renovations will transform a dated, underutilized park into a destination community park that will not only serve the immediate neighborhood, but also draw regional visitors and serve as a catalyst for the redevelopment of the area.

 

                     Parkhill was selected from a list of pre-qualified landscape architectural firms that Council approved on June 18, 2019.

 

                     This park is located in the Mill District and within walking distance of downtown.

 

 

FINANCIAL SUMMARY: 

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Parkhill for an amount not to exceed $1,295,500.

 

                     Old Settler’s Park and Aquatic Renovation Project (PK2041) is a FY20-21 Capital Improvements Program funded by MCDC funds in an amount of $1,500,000.

 

                     Upon approval of this item, $63,573.36 will remain in PK2041.

 

                     The anticipated cost to realize the master plan is over $20-million.  The extent and budget for the first phase will be determined through the design development process.
