RECOMMENDED CITY COUNCIL ACTION:
• Receive presentation and discuss the possibilities of an ordinance.
ITEM SUMMARY:
• The City of McKinney operates and maintains a wastewater collection system. As part of the operation and maintenance, the Public Works department adopted a Capacity, Management, Operation and Maintenance (CMOM) strategy that includes minimizing fats, roots, oils and grease entering into the wastewater collection system.
BACKGROUND INFORMATION:
• Public Works operates and maintains 728 miles of sanitary sewer pipeline ranging in diameter from 4” to 48.”
• There are over 600 grease traps/interceptors at food service establishments in the City.
• The City of McKinney entered into an agreement with North Texas Municipal Water District (NTMWD) to work together in good faith to establish a model written Regional Capacity, Management, Operations, and Maintenance (CMOM) program related to aspects of NTMWD’s and Communities’ practices, assets, and programs including a comprehensive Fats, Roots, Oil, and Grease (FROG) program.
• Part of a FROG program includes adopting an ordinance addressing liquid wastes generated by food service establishments.
FINANCIAL SUMMARY:
• There is no direct funding impact on the budget. The ordinance will allow staff to enforce grease trap cleaning and monitor the life cycle and proper disposal of liquid wastes generated by food service establishments.
