RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution establishes the times for the reduced speed school zones at the following schools for the 2021 summer school sessions:

                     o                     Comstock Elementary School

                     o                     Hughes Elementary School

                     o                     Reuben Johnson Elementary School

                     o                     Dowell Johnson Middle School

                     o                     McKinney North High School

                     Frisco Independent School District, Prosper Independent School District and McKinney Independent School District will all hold in-person summer school at school campuses within McKinney.  

                     The summer session at Comstock Elementary School will begin May 24, 2021 and will end June 10, 2021. School will be in session from 8:00 am to 11:00 am Monday through Thursday.  With no student pedestrians crossing the intersection of Alma Road at Silverado Trail to attend summer school session at Comstock Elementary School, the reduce speed school zone at this intersection will not be activated during the summer session. 

                     The summer session at Hughes Elementary School will begin May 27, 2021 and will end June 18, 2021. School will be in session from 7:45 am to 3:15 pm Monday through Friday. 

                     The summer session at Reuben Johnson Elementary School will begin June 1, 2021 and will end June 23, 2021. School will be in session from 8:00 am to 12:00 pm Monday through Thursday. With no student pedestrians crossing the intersection of Ridge Road at Sidney Lane for the summer school session at Reuben Johnson Elementary School, the reduce speed school zone along Ridge Road will not be activated during the summer session. 

                     The summer session at Dowell Middle School will begin June 1, 2021 and will end June 23, 2021. School will be in session from 8:00 am to 12:00 pm Monday through Thursday.

                     The summer session for high school students will be virtual, but the in-person summer session exam schedule at McKinney North High School will begin June 22, 2021 and will end June 24, 2021. School exams will be from 8:00 am to 11:00am.

                     For arrival, the reduced speed school zone will be effective beginning 45 minutes before the beginning of the summer session for the day and end 15 minutes after the beginning of school. For dismissal, the reduced speed school zone will be effective 15 minutes before the dismissal of the summer session for the day and will end 45 minutes after dismissal of school. The active times for the summer school speed zones are consistent with the durations used during the regular school year.

 

BACKGROUND INFORMATION: 

                     In 2003, the City Council adopted an Ordinance that provides a process to establish a reduced speed school zone for summer school sessions.

                     The process involves the City Council adopting a Resolution that designates the school and times of the summer school sessions.

                      This item has been prepared in accordance with the established process.

                     The reduced speed school zone limits to be active during summer school sessions remain as defined in Chapter 62, Article V. of the City of McKinney Code of Ordinances.

 

FINANCIAL SUMMARY: 

                     Funding for the signage necessary to establish the reduced speed school zones for the schools holding summer school in 2021 is in the Engineering operating budget.
