ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Mario Sinacola and Sons Excavating, Inc., for the Construction of the Ridge Road (US 380 to Wilmeth Road) Project (ST1617) for a total contract amount not to exceed $19,500,000.
BACKGROUND INFORMATION:
• Civil Consulting Group, PLLC prepared the construction plans for the Ridge Road (US 380 to Wilmeth Road) Project (ST1617).
• Ridge Road is currently identified as a six-lane divided major arterial (M6D Classification) per the Master Thoroughfare Plan.
• This project will construct a new segment of Ridge Road as a 4-lane divided roadway (approximately 1.3 miles in length) from US 380 to Wilmeth Road, with the ability to widen to 6-lanes within the median in the future.
• Construction of this new segment of Ridge Road will support mobility in the City’s Northwest Sector and reduce reliance on Lake Forest Drive for connectivity to/from US 380.
• The project will also include intersection capacity improvements at the intersection of Ridge Road and US 380 through the addition of northbound dual left-turns, a westbound right-turn lane, and traffic signal modifications.
• The City’s first arterial multi-lane roundabout at the intersection of Ridge Road and Wilmeth Road will be constructed as part of the project. The use of a roundabout at this intersection has been identified and determined to provide the most efficient and safest intersection flow and will be the first of four planned multi-lane roundabouts along the Wilmeth Road corridor between Ridge Road and Hardin Boulevard.
• The project will also include a 6-lane twin bridge structure along Ridge Road over Wilson Creek including aesthetic/gateway bridge elements (monumentation, decorative railing, etc.).
• Roadway illumination will be installed for the length of the project.
• The City issued invitations to bid (21-37CC) to solicit responses from qualified contractors for construction of the Ridge Road (US 380 to Wilmeth).

• Mario Sinacola and Sons Excavating, Inc., submitted the low bid in the amount of $17,862,051.92. The Engineer’s Opinion of Probable Construction cost was $18,991,020.50.
• Mario Sinacola and Sons Excavating, Inc., submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.
• The contract documents require that this project be substantially completed within 479 calendar days after issuance of the Notice to Proceed, which is expected to be issued in July 2021. Construction is expected to be complete by November 2022.
• The contract documents include a milestone for completion of the segment of Ridge Road from Auburn Hills Parkway to the northern project limits, including the multilane roundabout at Ridge Road and Wilmeth Road. This section is expected to be open to traffic by early 2022.
• There is an accompanying item on the Council Agenda for the project authorizing a contract for materials testing.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Mario Sinacola and Sons Excavating, Inc., for an amount not to exceed $19,500,000.
o $1,800,000 (9.2%) allocated towards utility funding (Fund 20)
o $15,220,000 (78.0%) allocated towards street funding (Fund 21)
o $2,480,000 (12.8%) allocated towards drainage funding (Fund 62)
• With the approval of this item and accompanying materials testing contract, $547,462 will remain in Project ST1617.
o $180,000 will remain in utility funding (Fund 20)
o $362,462 will remain in street funding (Fund 21)
o $5,000 will remain in drainage funding (Fund 62)
