RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This item is an implementation component of the Downtown Parking Action Plan and aligns with recommendation B-5 - Implement time limits in high-demand lots.
* This Resolution designates City Lot 4, generally located northwest of the intersection of Kentucky Street and Davis Street, as a three-hour time limited parking lot, effective July 1, 2021, as allowed by Ordinance 2016-06-050.
* Parking spaces within Lot 4 reserved for persons with disabilities and law enforcement will remain as unlimited parking.

BACKGROUND INFORMATION:
* In 2016, the City Council adopted an Ordinance that established a process for the Council to designate a City-owned parking lot to three-hour parking time restriction by adopting a Resolution.
* This item has been prepared in accordance with the established process.
* In 2019, City Staff presented the Downtown Parking Study, which takes place every five years. The occupancy portion of the study identified that Lot 4 was the area that reached highest occupancy of any public parking in downtown, exceeding capacity at times.
* In 2020, Dixon Resources Unlimited / Wood Solutions Group conducted a study and prepared recommendations for managing parking in Downtown McKinney (the "Downtown Parking Action Plan"). The recommendations fall into three categories: wayfinding and signage, parking demand management, and operations and enforcement.
