RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* The Interlocal Agreement (ILA) provides for the City and District to split the initial costs of installing an Outdoor Warning Siren at a location mutually agreed to by both parties. Once operational, the City would be responsible for the ongoing upkeep and maintenance of the Outdoor Warning Siren and all associated costs.
* Installation of the Outdoor Warning Siren shall commence within twelve (12) months of an executed agreement.

BACKGROUND INFORMATION:
* McKinney's Outdoor Warning Siren (OWS) system is designed to notify persons who are outdoors to move inside and seek more information regarding potential hazards, weather and other emergencies.
* The system is maintained by the McKinney Office of Emergency Management and comprises 28 sirens located throughout the city to sound alerts.
* The OWS activation criteria are as follows:
o When a severe thunderstorm warning has been issued by the NWS predicting hazardous conditions such as large hail (1 1/2 inches or greater based on storm history and trained spotter verification), destructive winds (70 mph or higher), or other hazards requiring immediate protective actions in order to save lives and property.
o When a tornado warning has been issued by the National Weather Service (NWS) for Collin County naming McKinney in the path.
