RECOMMENDED CITY COUNCIL ACTION:
• Approval of the amended policy.
ITEM SUMMARY:
• This resolution would amend the City’s existing policy on Board and Commission Member Appointments and Eligibility by removing the prohibition on Alternate Members from participating in discussions that occur during Closed Session for the Board or Commission for which they have been appointed. In effect, this change would allow Alternate Members to participate during Closed Session for their respective Board or Commission moving forward.
BACKGROUND INFORMATION:
• The City’s Policy on Board and Commission Member Appointments and Eligibility was last amended on August 20, 2019, which called for Alternate Members to be appointed to various Boards and Commissions, but specifically prohibited Alternate Members from participating in any discussion during Closed Session of their respective Board or Commission. Council members Feltus and Beller have requested consideration and approval of the Resolution and amendment of the Policy.
