ITEM SUMMARY:
• On March 16, 2021, a City Council Work Session presentation outlined all of the currently proposed projects for the redevelopment of east McKinney.
• The Neighborhood Preservation study was one of the projects proposed to gain insights into strategies to promote redevelopment while preserving the character and affordability of existing McKinney “legacy” neighborhoods.
BACKGROUND INFORMATION:
• The City issued a request for qualifications (21-45RFQ) on April 18, 2021 to assist with the City of McKinney Neighborhood Preservation Study.

• Out of 925 supplier notifications, two (2) responses were received on May 6, 2021.
• A committee comprised of staff from the Planning Department, Housing and Community Development, Development Services and City Manager’s Office reviewed and ranked the proposals, based on a 125 point scale, consisting of the following criteria:
o 30 Points: Project Approach
o 30 Points: Qualifications of Firm and Project Team Members
o 27 Points: Past Experience of Firm and Team Members on Comparable Projects
o 5 Points: Past Project Record (if any) with the City of McKinney
o 5 Points: Responsiveness of Statement of Qualifications
o 3 Points: City of McKinney Local Presence
o 25 Points: Interviews
FINANCIAL SUMMARY:
• This Resolution authorizes professional services contract with Economic Planning Systems, Inc for an amount not to exceed $90,000
