RECOMMENDED CITY COUNCIL ACTION:
* Staff recommends approval of the item.

ITEM SUMMARY:
* The City of McKinney and the University of Texas - Dallas are partnering to offer a Local Government Management Graduate Certificate Program for employees. In addition to McKinney, the cities of Allen, Anna, and Melissa will be participating. The mentioned certificate provides an opportunity for employees to broaden their knowledge of important issues and effective management strategies in the public sector, while also making progress towards a Master of Public Affairs (MPA) degree.

BACKGROUND INFORMATION:
* The City of McKinney was approached in the Summer of 2021 to partner with the University of Texas - Dallas for participation in their "City Hall" program, and subsequently evaluated the benefits of the program.
* The Graduate Certificate in Local Government Management Program will serve as a tool to help employees grow in their industry knowledge and be exposed to a variety of local government strategies and best practices through the curriculum and diverse cohort of participating cities in our region.
* The certificate is slated to cross four semesters with the following courses being administered:
o PA 6321 Government Financial Management and Budgeting
o PA 6326 Decision Tools for Managers
o PA 6344 Local Government Management
o PA 6345 Human Resource Management
* The courses are slated to be delivered at the Collin College Higher Education Center in McKinney.

FINANCIAL SUMMARY:
* The contracted amount is not to exceed $99,120.00 ($14,160/student).
