ITEM SUMMARY:

                     This Resolution authorizes a supplemental agreement with Kimley-Horn and Associates, Inc. to provide additional professional engineering services for the design of the McLarry Water Line Project (CIP Project WA2052) for an increase in the not to exceed fee by $80,000 (from $272,000) for a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $352,000.

 

BACKGROUND INFORMATION:

                     Per the Water Master Plan, a 36-inch water main generally along McLarry Drive (Redbud Pump Station site to the north side of Bloomdale Road) is needed to deliver water in the City’s 850 water pressure plane in the northwest quadrant of the City.

                     Per Section 5.1.1.1.1 of the 2012 Development Agreement with Trinity Falls Holdings LP dated December 4, 2012 including various amendments to date, the City is responsible for bringing water to the north side of Bloomdale Road from the Redbud Pump Station site.

                     Kimley-Horn and Associates, Inc. is currently working under separate contracts with the both the City and the Trinity Falls development (McKinney MUD #1 of Collin County) for engineering design services related to the Trinity Falls East Feed Water Line project. The engineering services for the City include development of construction plans for the master-planned water line from the Redbud Pump Station site to the north side of Bloomdale Road. The engineering services for the Trinity Falls development (McKinney MUD #1 of Collin County) include development of construction plans from the north side of Bloomdale Road to the intersection of Trinity Falls Parkway and FM 543.

                     The City and McKinney MUD #1 recently executed an Interlocal Agreement which will allow the MUD to combine the City-obligated water line construction with the developer-obligated water line construction as one cohesive project.

                     The Texas Department of Transportation (TxDOT) has continued to develop refinements to the proposed US 380 limited access freeway facility in the area of US 75 which have been coordinated through the City.

                     City and TxDOT staff have identified a potential conflict with the proposed water line location and future US 380 freeway / US 75 interchange which can be mitigated through a minor relocation of the proposed water line. Failure to revise the location of this proposed line would present a high risk for costly relocation and water service impacts in the future.

                     Additional minor design revisions have been identified for the proposed water line location on the north side of Bloomdale Road to reduce property impacts.

                     Kimley-Horn and Associates, Inc. has prepared a supplemental scope and fee which includes the additional engineering design services for these city-requested water line location adjustments which has been reviewed by staff.

                     Although the location of these revisions primarily impact the developer-obligated segment of water line construction, they are being requested by the City in the best interest of the project and to reduce current and future property and water service impacts. As such, this supplemental agreement in its entirety would be included under the McLarry Water Line Project (CIP Project WA2052).

                     Additional design efforts include 2,100 linear feet of topographic survey, subsurface utility engineering, updates to the United States Army Corps of Engineer - Nation Wide Permit 58, and preparation of four (4) legal descriptions for easements.

                     Kimley-Horn and Associates, Inc. submitted a proposal in the amount of $70,000 for these additional services.

FINANCIAL SUMMARY:

                     This Resolution authorizes a supplemental agreement with Kimley-Horn and Associates, Inc., for an increase in the not to exceed contract amount from $272,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $352,000.

                     Funding for this contract is included in the Capital Improvements Program (WA2052).

                     With the approval of this item, $445,549 will remain in project WA2052.
