ITEM SUMMARY:
* This Resolution authorizes formal rejection of all bids under Solicitation 21-62FP Traffic Signal Poles and Accessories.
BACKGROUND INFORMATION:
* The City issued a solicitation (21-62FP) for Traffic Signal Poles and Accessories on August 1, 2021.
o Advertised in the McKinney Courier Gazette and Celina Record.
o Posted on McKinney TV.
o 79 matching eBid supplier notifications which included five (5) Historically Underutilized Business (HUB) suppliers.
* Out of 79 supplier notifications, three (3) bids were received on August 19, 2021.
* During the review process of the bids, the Transportation Engineering Manager learned that the low bidder, Consolidated Traffic Controls, was also available through a cooperative contract.
o Houston-Galveston Area Council (H-GAC) contract PE05-21 for Traffic Control, Enforcement & Signal Preemption Equipment went into effect on May 1, 2021, with an expiration date of April 30, 2023.
o Procurement and Engineering were able to verify all line items included in the solicitation could be purchased through the cooperative contract for an even lower price than submitted with Consolidated Traffic Controls bid response.
o By utilizing the cooperative contract, the department could save between $343 to $4,150 per pole and has an estimated annual cost savings of $40,000 which is based on past purchases through our fixed price contract.
