ITEM SUMMARY:
• Discuss items related to ongoing development of feasible opportunities for enhanced pedestrian linkage and along State Highway 5 near Downtown McKinney.
BACKGROUND INFORMATION:
• In March 2020, City Council provided direction to the Engineering Department to conduct a small feasibility study related to options which would provide a grade-separated ‘deck park’ structure across State Highway 5 (SH 5) located generally adjacent Downtown Square.
• The Engineering Department entered into a contract with Kimley-Horn and Associates, Inc. under CIP Project ST2063 and completed a high-level ‘deck park’ feasibility study which was completed in July 2020 and provided conceptual impact and cost analysis.
• Concurrently, the Texas Department of Transportation (TxDOT) is advancing design of planned improvements to SH 5 between Spur 399 and Power House Street (North of US 380) to include a complete reconstruction as a 4 to 6 lane divided roadway.
• In early 2021, the City of McKinney engaged the North Central Texas Council of Governments (NCTCOG) related to funding opportunities to conduct a detailed feasibility study focused on providing pedestrian linkage across SH 5 including further analysis of a grade-separated ‘deck park’ structure which would include a depression (lowering) of SH 5 to accommodate.
• Through coordination and support from NCTCOG staff, funding has been programmed through the Surface Transportation Block Grant (STBG) Program for additional study efforts for the project in the Transportation Improvement Program (TIP) which is a staged, multiyear program of projects approved for funding by federal, state, and local sources.
• Funding for the project includes STBG funding (Federal Participation) in the amount of $2,000,000 with the 20% local match offset by 400,000 worth of Transportation Development Credits (TDCs) previously approved by City Council on August 17, 2021 (Resolution No. 2021-08-099).
• The scope and use of this funding includes conceptual engineering to identify improvements to connect adjacent neighborhoods in order to reknit the community.
• The presentation included in this work session agenda will provide context on the study efforts to date including associated options considered as well as receive input on timing and options to continue to advance evaluation of these options leveraging upcoming federal funds as well as timing of adjacent planned infrastructure improvements.
