ITEM SUMMARY: 

                     This is an update to the ERP implementation and challenges City staff needs to address through a change order. This will be to request authorization for the City Manager to execute a change order with Sierra-Cedar to engage Premier International for city data conversion responsibilities in the Oracle ERP cloud implementation. Additionally, this change order will approve a (3) month extension to the Sierra Cedar resources that have been allocated to this conversion effort.  This includes, but is not limited to, extracting Naviline AS/400 data and converting to the format specified in the Oracle technical specifications.  In addition, the extracted data will be cleansed/transformed to be inserted into predefined Oracle templates to be loaded into the Oracle cloud application.

 

BACKGROUND INFORMATION: 

                     The Oracle ERP Cloud Applications is inclusive of ERP (Financials, Procurement, and Projects/Grants) as well as HCM (Core HR, Time, Absence, Payroll, Performance) data objects for conversion from the Naviline application to Oracle Cloud Applications.  McKinney staff completed much of the development for the HCM data objects but is still encountering data quality and integrity issues.  Premier will not develop automated conversion programs to generate HCM load files.  Instead, Premier will leverage the extract/load files generated by McKinney staff for HCM to develop, test, and run custom cleansing reports as directed by the McKinney team to help identify and correct issues identified during loads to comply with Oracle standards.  For ERP conversion objects, Premier will be responsible for extracting, profiling, analyzing, cleansing, and transforming the data into Oracle load templates for each defined ERP conversion objects.  Premier will assist by ensuring data migration best practices are being followed throughout the implementation and will utilize standard Oracle load templates for the ERP conversion objects.

FINANCIAL SUMMARY: 

                     Funding for the change order will be taken from project (IT1007) funds in amount NTE $1,488,700
