RECOMMENDED CITY COUNCIL ACTION: Approve ordinance

ITEM SUMMARY:

Solid Waste

* The ordinance would approve a "pass through" of the year two (2) fee changes (10%) related to the City's solid waste & recycling services as part of an amendment to the City's agreement with Waste Connections, Lone Star, LLC. The amendment was approved at the May 4, 2021 City Council meeting. If the City does not agree to the "pass through" changes it will be responsible for/absorb the increased costs (approximately $30,000 a month)

* The original amendment allowed for the following increases to two (2) different components of the agreement:

o Residential Collection: $1.60 increase per month per home
o Commercial Collection: 25% increase over three-year period (10%, 10% and 5%).

* The amendment also allows for potential increases to the downtown (central business district) rates, as may be directed by the City Council in the future.

* Waste Connections will be required to increase their performance bond from $1,000,000 to $2,000,000.

* Waste Connections will no longer be required to make a minimum recycling revenue payment to the City.
