ITEM SUMMARY:
* Staff requests Council approval on a Resolution creating a City of McKinney Street Sign Topper Program.
* Draft Street Topper Program Policy and Guidelines are attached for Council review.

BACKGROUND INFORMATION:
* Street sign topper programs have been successful in surrounding cities (Richardson, Carrollton, Plano, Dallas and Fort Worth,) fostering a sense of community identity and engagement.
* The ability to have street sign toppers to recognize established neighborhoods in McKinney is something that residents have expressed an interest in over the years. It has most recently come up during discussions with residents from historic neighborhoods east of Highway 5.
* Per the attached Guidelines, this program will be open to neighborhoods that have been established within the City of McKinney for ten (10) years or more.
* The program has been created and will be administered jointly by the Engineering Department - Traffic Service Division and Neighborhood Services Division of the Housing and Community Development Department.
* The signage design and designated representative must be approved by a Resolution of the neighborhood association. The representative will be responsible for approval of the final sign design, as well as acceptance of the signs from the manufacturer, before installation.

FINANCIAL SUMMARY:
* Program fees ($150 application fee and $50 per sign) will cover the cost of installing and maintaining the street sign toppers. The neighborhood association will pay directly for the manufac...
