RECOMMENDED CITY COUNCIL ACTION: No formal action - only receive public input on filed, Illustrative Redistricting Plans

 

ITEM SUMMARY: 

                     The filed redistricting plans will be described by the City’s redistricting consultant, and citizen input on those plans will be received.

                     All plans have been analyzed by the redistricting consultants Bickerstaff Heath Delgado Acosta, LLP., using census software to show the breakdowns of population and ethnicity in each district.

                     After the public hearing, the City Council may set a final date for adoption of an ordinance establishing new single-member districts incorporating one of the filed plans.

 

BACKGROUND INFORMATION

 

                     The initial assessment of 2020 Census data determined that City Council districts are sufficiently out of population, such that redistricting boundaries should take place.

                     On November 16, 2021, the City Council adopted criteria related to the redistricting process and guidelines for citizens to submit redistricting plans.

                     On January 25, 2022, three (3) separate redistricting plans were presented, at which time the Council provided input and requested an additional plan be developed based on the work session discussion.

                     On February 15, 2022, several redistricting plans were developed and discussed with further input from the City Council on all plans. Mr. Seaquist was directed to finalize Plan D as the City’s Preferred Plan and schedule a public input hearing after the U.S. Census CVAP (Citizen Voting Age Population) data by race and ethnicity was received in April 2022.
