RECOMMENDED BOARD ACTION: review information and provide direction on appointments process
STAFF RECOMMENDATIONS:
• City Council to submit preferencing selections to the City Secretary (on or before Friday, August 12)
• City Council to conduct a Work Session on Tuesday, August 16, for the purpose of reviewing board memberships and preferencing selections
ITEM SUMMARY:
• On Tuesday, August 23, the McKinney City Council will appoint members to the various city Boards & Commissions. Unless noted otherwise, those appointed will serve terms effective October 1, 2022-September 30, 2024.
• For consideration, interested individuals (including eligible incumbent members) must complete an application and participate in an interview.
• The deadline to apply is Friday June 17, 2022. Apply online at <https://mckinney.granicus.com/boards/apply>.

Following the application deadline, eligible candidates will receive an invitation to register for an interview.
• Prior to October 1, new and reappointed members must complete Board Member Orientation conducted by the Board Clerk and / or Office of the City Secretary (schedule to be determined)
• Candidates are encouraged to attend public meetings and should be familiar with the general purpose and procedures of their boards of interest.

BACKGROUND INFORMATION:
• Every year, approximately half of all McKinney Boards & Commissions appointments expire, with those vacancies filled by City Council vote.
• Appointment terms last two years, and each member may serve up to two (2) or three (3) consecutive terms, depending on their respective board.
• As part of this annual process and in accordance with policy, the mayor will assign two (2) Council Member Liaisons to each of the following boards:
o McKinney Community Development Corporation
o McKinney Economic Development Corporation
o McKinney Housing Authority
o McKinney Main Street Board
o Parks, Recreation & Open Space Advisory Board
o Planning & Zoning Commission
o Visit McKinney Board
The mayor may also assign informal liaisons to the remaining boards.
• On September 7, 2021, the City Council finalized Boards & Commissions rosters and named certain Ad-Hoc Members for the purpose of appointing them to regular memberships in 2022:
o Joy Booth MCDC
o Bruce Mead PROS
o Tamara Mader Arts Commission
• On February 1, 2022, the City Council discussed pertinent factors and guiding principles for the appointments process:
o the increasing number of qualified applicants relative to the limited number of member seats
o district representation and opportunities for memberships to reflect the diversity of the city
o meeting attendance requirements for appointed members
o City Council preferencing methods
• On March 1, 2022, the City Council amended its Policy for Board & Commission Member Appointments and Eligibility to
o establish member service limits of two (2) and three (3) term consecutive terms for specific boards; and
o specify certain training requirements for appointed members
