RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes a contract award to Ceres Environmental Services, Inc. of Houston, Texas to provide Disaster Debris Hauling Services for the McKinney Fire Department.

 

BACKGROUND INFORMATION: 

                     The City issued a Request For Proposal (RFP), 22--34RFP to solicit responses from hauling service providers on April 3, 2022.

o                     Advertised in McKinney Courier Gazette

o                     Posted on McKinney TV

o                     712 matching eBid Supplier Notifications which included thirty-six (36) Historically Underutilized Business (HUB) suppliers.

 

                     Of the 712 supplier notifications, eleven (11) submittals were received on April 22, 2022.

o                     The submission from Arbor Masters was not evaluated and was disqualified on the grounds of not following the submittal requirements stated in the RFP.

 

                     A committee comprised of staff from the Fire Department reviewed and ranked the proposals based on the following criteria:

 

o                     30 Points - Cost of Services

o                     30 Points - Qualifications and Experience of key Staff on similar projects

o                     25 Points - Technical Approach

o                     10 Points - Equipment Provided

o                     10 Points - Reference Letters

 

                     Based on the results of the evaluated proposals, the evaluation committee is recommending a contract award to Ceres Environmental Services, Inc. of Houston, Texas, the highest ranked respondent to provide these services.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract award to Ceres Environmental Services, Inc. of Houston, Texas to provide Disaster Debris Hauling Services to be used on an as needed basis.

 

                     Funding will only be necessary if an emergency is declared.

o                     All fees associated with this service to be submitted for reimbursement from the Federal Emergency Management Agency (FEMA)
