RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a supplemental agreement with Kimley-Horn and Associates, Inc. for additional professional consulting engineering services for the SH 5 Utility Relocations (Power House Street to Spur 399) Project (CIP Projects WA1633 and WW1633) for an increase in the not to exceed from $1,830,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $2,005,000.

 

BACKGROUND INFORMATION: 

                     Kimley-Horn and Associates, Inc. is currently under contract with the City for professional consulting engineering services related to the SH 5 Utility Relocations (Power House Street to Spur 399) Project (CIP Projects WA1633 and WW1633).

                     The project consists of required relocations and betterment of existing city water distribution mains and wastewater collection mains which have been identified to be in conflict with the proposed improvements to State Highway 5 by the Texas Department of Transportation (TxDOT).

                     As detailed design have progressed, the following additional services have/will be required which were not included in the original contract:

o                     Design revisions for two (2) wastewater line segments near Downtown McKinney to accommodate TxDOT revisions to the proposed SH 5 storm drain design.

o                     Design revisions for one (1) water line segment along the east side of SH 5 north of Spur 399 to accommodate TxDOT revisions to the Spur 399 required to ensure compatibility with a future extension of Spur 399 east of SH 5.

o                     Design revisions for a one (1) water line segment along the west side of SH 5 at Stewart Road to accommodate TxDOT revisions to the planned connection of Stewart Road at SH 5.

o                     Expanded design (and limits of utility improvements) including approximately 600 linear feet of 12-inch water line along Ida Street from Tennessee Street to Wilcox Street.

o                     Expanded design and survey related to approximately 900 linear feet of 8-inch water line along the east side of SH 5 adjacent to the Highpoint MHC mobile home park due to utility conflicts identified as a result of Subsurface Utility Engineering (SUE) and utility conflict analysis performed by Kimley-Horn and Associates, Inc. and TxDOT.

o                     Expanded design related to approximately 1,600 linear feet of 12-inch wastewater line and 1,200 linear feet of 12-inch water line along the south side of Spur 399 to Medical Center Drive.

o                     Expanded design related to approximately 360 linear feet of 8-inch water line along the east side of SH 5 at Erwin Street.

o                     Additional preparation of 15 Permanent Easement Legal Descriptions 27 Temporary Construction Easement Legal Descriptions.

o                     Easement Legal Description revisions for 20 Easements due to changes in property ownership.

o                     Additional preparation of property ownership and easement strip map.

                     Construction of the project is expected to begin Spring 2023.

                     Construction of roadway improvements by TxDOT is expected to occur in late 2024 / early 2025 and city relocation of utility mains is expected to be substantially completed prior to commencement of TxDOT construction.

                     Kimley-Horn and Associates, Inc. submitted a proposal for $127,000.00 for the remaining additional services ($1,955,500.00 aggregate contract total), which has been reviewed by staff and exceeds the previously authorized not to exceed amount of $1,830,000.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a supplemental agreement with Kimley-Horn and Associates, Inc. for an increase in the not to exceed contract amount from $1,830,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $2,005,000.

                     Funding for this contract is included in the Capital Improvements Program (WA1633 and WW1633).

o                     Project WA1633 - $1,282,900.

o                     Project WW1633 - $722,100.

                     With the approval of this item, $14,834,327 will remain in project WA1633 and $8,743,573 will remain in project WW1633.

                     N/A
