Title
Consider/Discuss/Act on Fare-Free Personal Care Attendants for Collin County Transit Riders
Summary
MEETING DATE: June 28, 2022
DEPARTMENT: Housing & Community Development
CONTACT: Akia Pichon
ITEM SUMMARY:
• Personal Care Attendants are required on Collin County Transit for riders who require assistance to enter and exit the vehicle. The additional cost of a Personal Care Attendant can be burdensome for those riders who require that assistance. Reducing financial burden on an already struggling populace furthers the MUTD goal of providing low-cost service to residents of the McKinney Urbanized Area. Our CCT platform can easily accommodate this change. The Personal Care Attendant option would be selected in the rider application and would automatically code future trips for two passengers. Staff recommends authorizing fare-free rides for Personal Care Attendants.
BACKGROUND INFORMATION:
• CCT is a curb-to-curb micro-transit service. CCT is not a paratransit service and as such CCT operators cannot provide door-to-door or door-through-door service.
FINANCIAL SUMMARY:
• Presently, Personal Care Attendants must pay the $3 or $5 fare to ride with their passenger. Additional cost to the MUTD would be minimal: a ride with a Personal Care Attendant has the same operational hourly cost as a single fare ride and transit fares make up less than 2% of the monthly cost of service.
