ITEM SUMMARY: 

                     This Ordinance amends Section 62-117 of the Code of Ordinances to reduce the speed limit of Coit Road from a point 525 feet south of Rambling Road to U.S. 380 to 45 mph. 

 

BACKGROUND INFORMATION: 

                     With generally the City Limits between McKinney and Frisco being the centerline of Coit Road, this Ordinance will only modify the speed zone for the northbound lanes of Coit Road. The speed limit along the southbound lanes will be modified by the City of Frisco along with both sides of Coit Road from the point 525 feet south of Rambling Road to Westridge Boulevard.  

                     Currently, the posted speed limit of Coit Road from US 380 to a point 525 feet south of Rambling Road is 50 mph in McKinney yet decreases to 45 mph from Westridge Boulevard to the southern city limits with is located 270 feet south of Calgary Drive.

                     When developing a recommendation for a speed zone along a corridor, the following are some of the factors that should be considered: 

                     o                     The 85th percentile speed of free-flowing traffic and the pace.  

                     o                     Roadway characteristics, grade alignment, and sight distance.   

                     o                     The design speed of the roadway.   

                     o                     The established speed limit on adjacent sections of the same roadway.  

                     o                     Roadside development and environment.

                     In June 2022, a speed study was conducted by the City of Frisco along the corridor within the 50 mph speed zone of Coit Road that resulted in an 85th percentile speed in the northbound direction of 51.7 mph and 51.3 mph in the southbound direction.

                     Coit Road is a four-lane divided roadway that is mostly residential with a few tracts of land that have remained undeveloped. Rock Hill High School is on the west side of Coit Road between Virginia Parkway and US 380.   

                     In consideration of the above factors, the City of Frisco has requested McKinney’s concurrence with the recommended reduction of the speed limit in this area of Coit Road between US 380 and Westridge Boulevard be established at 45 mph.  

                     The speed limit of Coit Road south of Westridge Boulevard will remain unchanged at 45 mph.

 

FINANCIAL SUMMARY: 

                     The City of Frisco will modify the existing speed limit signage near Rock Hill High School along Coit Road.
